Russian President Vladimir Putin announced a partial military mobilization Wednesday in a rare pre-recorded statement to Russia after a victorious counter-offensive by Ukraine’s military, according to reports.

This partial mobilization would require citizens of Russia to contribute to the ongoing invasion that spans almost seven months.

“We are talking about partial mobilization, that is, only citizens who are currently in the reserve will be subject to conscription,” Putin said in the statement, “and above all, those who served in the armed forces have a certain military specialty and relevant experience.”

Putin additionally called out the West of ‘nuclear blackmail’, leaning on nuclear retaliation if Ukraine refuses to surrender.

The partial mobilization will reportedly begin Wednesday.
