Oversight committee reviews video showing officer using excessive force on woman

A former Miami Police officer is currently being investigated by the Civilian Investigative Panel after video shows the officer using excessive force during the arrest of a 22-year-old woman.

The woman identified as Julissa Burgos was being arrested in November of 2020 for  vandalism.

Burgos was said to have resisted arrest but was eventually placed in handcuffs and put inside the back of a police vehicle.

Once inside the vehicle, however, Burgos reportedly spit in the face of an Officer identified as Miguel  Hernandez.

The officer then punched Burgos before pulling her out of the vehicle by the neck and slamming her on the pavement.

The woman was said to have been knocked unconscious for 15 minutes due to Officer Hernandez’ actions.

Paramedics were called to the scene to render medical treatment to Burgos.

As witnesses and fellow officers condemned his actions, the officer attempted to verbally defend himself.

After seeing the footage the oversight committee also condemned Hernandez’ actions.

“That’s not good police work in any place in the world, and obviously you saw the reaction from this fellow officers — that isn’t something that they authorize either or that they would want to be apart of by any means,” said Rodney Jacobs, of the Civilian Investigative Panel.

The panel plans to meet again on Tuesday to continue their investigation.

Hernandez resigned from the Miami Police Department in June of 2021 after an internal investigation.
